Statewide CE&I On-Call

S&ME currently supplements SCDOT staff during peak workloads in the construction area by providing experienced and certified testing and inspection staff.

We are responsible for highly technical and specialized inspection and testing procedures in the areas of soils and earthwork, drainage and base, concrete structures and foundations, asphalt roadway, control, and traffic control. We’re charged with observing the work of the contractor to ensure compliance with the plans, project specifications, and permit conditions as well as sampling and testing as outlined in the SCDOT Construction Manual. We verify that construction estimates match quantities installed by the contractor and make recommendations for payment, and CPM schedule analysis.

We are also required to furnish all necessary equipment to fulfill the testing, sampling, and inspection responsibilities, including cell phones, laptop computers, and vehicles. We also provide roadway and plant inspection on several asphalt resurfacing contracts.
