The City of Charlotte closed four 25,000-gallon diesel fuel underground storage tanks by removing from the CATS-TMOC in August 2012. This involved closing one 10,000-gallon motor oil UST, one 10,000-gallon antifreeze UST, one 10,000-gallon diesel fuel (former gasoline) UST, and one 314 gallon oil/water separator UST, and associated piping. S&ME assisted with the closure sampling, over-excavation (initial abatement action) activities, soil stockpile sampling, and reporting to the NCDENR. Our team removed, stockpiled, and transported 1,873.90 tons of impacted soils for disposal. After removal of the USTs and impacted soils, we collected and submitted over-excavation soil samples for laboratory analyses. Four new 40,000-gallon diesel fuel USTs and one new 10,000-gallon oil/water separator were installed as replacement USTs. Results of the UST closure and initial abatement activities were included in an Initial Abatement Action (IAA) report.
Due to remaining impacts, S&ME also conducted a Limited Site Assessment (LSA) that included soil borings, soil and groundwater sampling, site use and risk assessment, and reporting. Based on the findings of the Phase I LSA, the two site incidents were granted a Notice of No Further Action (NFA) in February and March 2013 after S&ME assisted with required Notice of Residual Petroleum (NRP) be placed on the deed. S&ME also assisted with completion of a trust fund claim package for reimbursement of eligible fees associated with the IAAR and LSA activities.
