Privatization of Army Lodging (PAL)

The Privatization of Army Lodging (PAL) program is the Army’s preferred means of revitalizing its transient housing facilities and providing for their long-term sustainability. New lodging facilities will be operated by Intercontinental Hotel Group and will be branded as Candlewood Suites or Holiday Inn hotels. S&ME worked as a subconsultant to Lend Lease to provide site due diligence and civil engineering design. Services included utility, roadway, and streetscape design, site ADA compliance remediation, stormwater quality and detention design, storm sewer drainage design, Storm Water Pollution Prevention Plans (SWPPP) preparation, completion of Notice of Intent (NOI) applications, and National Pollution Discharge Elimination System (NPDES) compliance.

All sites are designed to comply with the DoD Minimum Antiterrorism Force Protection (ATFP) Standards for Buildings, in accordance with Unified Facilities Criteria (UFC) UFC 4-010-01, dated October 1, 2013.

Installations include the following: Fort Rucker, AL; Gordon, GA; Bragg, NC; Leavenworth, KS; Riley, KS; Leonard Wood, MO; Fort Polk, LA; Sill, OK;  Fort Hood, TX; Yuma Proving Ground, AZ; Huachuca, AZ; Myer, VA.; Belvoir, VA; Carson, CO; White Sands, NM; Bliss, TX; Joint Base, San Antonio, TX; Fort Campbell, KY; Fort Knox, KY;  Shafter, Honolulu, HI; and Fort Buchanan, Puerto Rico.

Once the three phases are complete, it will result in the development and/or renovation of over 11,000 rooms across 39 military installations nationwide. Construction cost est. $1 billion.
