Navy Base Intermodal Facility

The project is located on the former Charleston Navy Base in North Charleston, South Carolina. Shipping containers at the intermodal facility will be transferred between rail and the Hugh Leatherman Terminal. The planned development includes the construction of a rail yard, a drayage road with multiple bridges, a container storage area, buildings, and paved areas. A rail-mounted gantry crane will be used for handling the stacked containers. 

The environmental scope included performing multiple Phase I Environmental Site Assessments (ESAs) for property acquisition; performing multiple soil and groundwater assessments as required by Voluntary Cleanup Contracts (VCCs) between Palmetto Railways and the South Carolina Department of Health and Environmental Control; preparing Environmental Site Managements Plans for SCDHEC and US Navy approval, as required by the VCCs; and preparing “Dig Permit” requests for US Navy approval as required by the US Navy’s existing RCRA Permit.
