SOLID WASTE SERVICES

Evaluation of Existing Landfills to assist in maintaining compliance and planning for future requirements; includes groundwater monitoring, groundwater and leachate seepage assessments and statistical analysis of groundwater data. S&ME can also address related wetlands and other ecological concerns; cover soil, excavation, and other geotechnical issues; capacity evaluations; cap design; operations planning; and expansion studies and designs.

Site Assessments for new landfills through assessing hydrogeologic conditions, groundwater flow, soil and rock fracture systems, potential soil liner materials and natural boundary layers, soil excavation limits, and potential or existing environmental impacts. In this phase of a project, we also evaluate factors required by regulatory agencies and operational considerations to help determine if the site can be used efficiently once the landfill opens.

Conceptual Design for landfills with the following considerations: volume capacity and geometry of the landfill, materials, surface water drainage, and operations.

Final Design to provide the final plans and specifications, operational plans, emergency response plans, and closure and post-closure plans.

Permitting and Regulatory Assistance to help with the regulatory issues involving permitting for Subtitle D landfills, including providing technical assistance during the negotiation phases with the regulatory agencies.

Construction Phase Services during landfill construction include the development of a Construction Quality Assurance (CQA) plan prescribing the construction observation, materials testing and documentation required for final permitting of the landfill. We also provide CQA testing services, including testing of synthetic or natural earth liner systems, leachate systems, caps, and closure.

Community Relations Support to assist with public education throughout the phases of a landfill project, as needed. Because community issues and public support are factors that impact many landfill projects, S&ME can provide technical information and explanation of site evaluations and designs at public meetings and similar forums.
