100 Westfeldt Road Underground Storage Tank Removal

In July 2008, S&ME performed a Phase I ESA under contract with the Henderson County Partnership for Economic Development (HCPED) for the proposed Ferncliff Industrial Park.  S&ME identified a fill port and vent indicative of an underground storage tank (UST) adjacent to the house located at 100 Westfeldt Road.

In January 2016, S&ME returned to the property to locate the UST. Because the house had been deconstructed and removed from the property,  S&ME had trouble locating the UST.  The issue was resolved by subcontracting a private utility locator to use ground penetrating radar (GPR) techniquesto determine the location of heating oil UST.  During the removal of the UST, S&ME observed petroleum odors along with stained soils and a sheen in the water of the excavation.

In March 2016, S&ME and Zebra Environmental and Industrial Services (Zebra) removed the 550-gallon heating oil UST from the subject property.  Following the removal of the UST, petroleum contaminated soil was observed in the tank excavation.  An additional 785.01 tons of suspect petroleum-impacted soils were excavated as an initial abatement action.  Following confirmation sampling of the over-excavation and reporting, S&ME conducted correspondence with the North Carolina Department of Environmental Quality (NCDEQ), UST Section.

On March 24, 2016, the NCDEQ provided S&ME with a Notice of No Further Action (NFA) letter stating that no further action is warranted for the incident associated with the subject property.
