Beginning in 1994, S&ME, Inc. was contracted to perform services for development of a Transition Plan at the County’s solid waste facility. Services included a hydrogeological study, a water quality monitoring plan, a final closure and post closure care plan, and a cost analysis for final closure and post-closure activities. Field activities included hydraulic conductivity tests of the site monitoring wells and sampling of stockpiles and a planned borrow area for the final cover low permeability soil.
Since approval of the Transition Plan, S&ME has assisted this client with various environmental compliance services for the closed MSW landfill and existing C&D landfill. S&ME provided stormwater sampling to assist the County with complying with the facility’s NPDES permit and later provided training for County employees to take over the sampling. S&ME performed a statistical review of the sampling data in 1997 to determine if there was significant evidence of a release from the landfill and negotiated with the DWM to prepare a monitoring plan to effectively monitor the site.
On-going compliance activities include groundwater and surface water sampling for detection and assessment monitoring, methane monitoring, writing and implementing corrective action plans for methane gas migrating from the unlined landfill, and evaluation of corrective measures for groundwater remediation. S&ME also continues to assist the County with daily operational issues such as assessing sources of borrow material for construction, providing design specifications and bid review for new facility structures, and managing facility documentation. S&ME assists the County in attaining waste reduction goals by updating the County’s Solid Waste Management Plan,
performing characterization of the C&D waste stream, and identifying funding to achieve waste reduction goals. Currently S&ME is preparing a new permit application for the County’s active C&D landfill and the MSW transfer station; preparing a corrective action plan (CAP) for the unlined MSW landfill.
S&ME prepared a permit application for the existing Edgecombe County C&D Landfill to meet revised North Carolina C&D Landfill regulations. Work included preparing the Operations and Waste Acceptance Plan, Closure and Post-Closure Plan, and Gas Management Plan, preparing detailed design drawing package including final and phased grading and cap design, and preparation of permit package. In conjunction with the permit application S&ME developed the corrective action plan for groundwater impacts related to the closed MSW landfill including a Nature and Extent Study, Alternative Source Demonstration, and Corrective Action Plan.
