The Cabarrus County Law Enforcement Center and Jail is a 265,000 square foot facility composed of two new law enforcement buildings and an annex building. The Sheriff’s Operation and Administration building is five levels (one below grade and four above grade) to house the Sheriff’s office and includes a secure tunnel or bridge connecting the building to the courthouse across the street. The second structure is approximately six levels (two or three levels below grade) and contains secure housing units for the Detention Center. The planned annex is a one story building. A retaining wall borders the south end of the new annex and Sheriff’s Operation Center.
S&ME was selected to conduct a subsurface exploration and geotechnical evaluation of the site in order to explore the general subsurface and seismic conditions at the site, and to evaluate those conditions with regard to design and construction of foundations, retaining walls, basement walls and building floor slabs on grade. Soil test borings were performed at 33 locations throughout the site and additional split-spoon soil samples recovered in order to perform soil classification and determine the subsurface conditions at the site. Information on existing fill soils, residual soils and rock was also gathered and water level measurements taken in order to provide a complete profile of the site. S&ME provided recommendations on the geotechnical, subsurface and seismic conditions at the site that were crucial to the design of foundations for the buildings.
